Since 2014, L. K. James & Associates LLC has assisted institutions of higher education to achieve substantial compliance with the federal requirements of the Clery Act, and the Drug-Free Schools and Communities Act. We have also conducted management assessments for law enforcement organizations, while helping to build robust emergency preparedness programs for today’s public safety officials and first responders to confront crisis situations that challenge their communities.

What We've Achieved
Conducted training sessions for Clery Compliance Coordinators, and Clery Compliance teams.
Provided the oversight for producing and disseminating the required Annual Security and Fire Safety Reports for institutions of higher education.
Conducted a candidate search process for a Chief of Police/Director of Public Safety for a private university.
Coordinated a Performance Review on-site visit process conducted by the US Department of Education for a major urban university.
Developed and implemented an Emergency Management and COOP program that was accredited by the nationally recognized Emergency Management Accreditation Program (EMAP).
Authored an extensive doctoral dissertation on “COOP planning at Historically Black Colleges and Universities in the United States”.
Provided the leadership oversight for planning, and delivering collaborative Active Shooter Exercises at the K-12, and higher education levels(s).
Performed Clery Act, and Drug-Free Schools and Communities assessments for several universities.
Served as a Compliance Coordinator for a federally court-ordered Consent Decree and a Memorandum of Agreement for a large suburban law enforcement agency.
Served as a Compliance Monitor to provide guidance and oversight on police accountability reform measures for a large suburban police department.
Conducted a management assessment of the leadership, management, and operational aspects of a community college campus police department
Provided expert witness deposition testimony on civil matters involving safety and security practices at institutions of higher education.
Designed and implemented a higher education “public safety consortium” that included nine (9) universities, and a major urban local law enforcement agency.
Conducted training on developing and maintaining high performance Emergency Operations Plans for K-12, and higher education institutions.
Developed and implemented multi-layered collegiate business continuity plans that are designed to engage all levels of a campus community.
Developed and implemented an Emergency Operations Plan (EOP) for a brand new multi-million dollar Performing Arts Center.
